Eligibility

Eligibility checks whether your company meets the tender’s hard requirements—certifications, experience, financial thresholds, and other criteria that determine if you can even participate.

What is Eligibility?

Unlike the Checklist (which asks “do we want to bid?”), Eligibility asks “can we qualify to bid?” The tender specifies requirements like:
  • ISO 27001 certification
  • Minimum 5 years experience in the sector
  • Annual revenue above €10M
  • Specific technical qualifications
Eligibility compares these requirements against your Hub data to identify:
  • Met – You have this
  • ⚠️ Gap – You’re missing this or it needs verification
  • Unknown – Not enough data to determine
Eligibility = “Can we qualify to bid?”Missing a hard requirement may disqualify you, regardless of how good your proposal is.

Using Eligibility

Review Requirements

See each requirement extracted from the tender.
3

Check Status

For each requirement, see if you meet it based on your Hub data.
4

Address Gaps

For any gaps:
  • Can you obtain this before deadline?
  • Is it a hard disqualifier or just preferred?
  • Is your Hub data incomplete?
5

Decide

If you can’t meet hard requirements, consider No Bid.

When You Have Gaps

Sometimes the gap is just missing data. Check if you have the certification/experience but haven’t added it to the Hub.
Some requirements can be obtained: certifications, partnerships, subcontractors. Is there time before the deadline?
If you’re missing something, could a partner fill the gap through a consortium bid?
Not all requirements are hard disqualifiers. “Preferred” requirements are nice to have but won’t eliminate you.
